{"id":21623,"date":"2023-03-01T11:31:34","date_gmt":"2023-03-01T16:31:34","guid":{"rendered":"https:\/\/firstfocus.org\/?p=21623"},"modified":"2024-03-13T09:50:34","modified_gmt":"2024-03-13T13:50:34","slug":"chip-permanent-its-a-matter-of-fairness","status":"publish","type":"resource","link":"https:\/\/firstfocus.org\/resource\/chip-permanent-its-a-matter-of-fairness\/","title":{"rendered":"CHIP Permanent: It&#8217;s a Matter of Fairness"},"content":{"rendered":"\n<p><strong>For almost 25 years, the Children\u2019s Health Insurance Program (CHIP) has\nbeen an essential <\/strong>source of children\u2019s coverage, ensuring access to\nhigh-quality, affordable, pediatric-appropriate health care for children in\nworking families whose parents earn too much to qualify for Medicaid but too\nlittle to purchase private health insurance on their own. <\/p>\n\n\n\n<p>CHIP has played a critical role in reducing the number of uninsured children by more than 68 percent, from an uninsurance rate of nearly 15 percent in 1997 to less than five percent in 2016, while improving health outcomes and access to care for children and pregnant women. CHIP, <strong>\u00a0<\/strong>together with Medicaid, plays a particularly important role for children of color: in 2021, more than half of Black, American Indian or Alaska Native, and Hispanic children relied on Medicaid and CHIP as their source of health coverage.<\/p>\n\n\n\n<div class=\"wp-block-button aligncenter\"><a class=\"wp-block-button__link has-background\" href=\"https:\/\/firstfocus.org\/wp-content\/uploads\/2023\/03\/Chip-Permanent-Fact-Sheet.pdf\" style=\"background-color:#324c73\">Download the Fact Sheet<\/a><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Making CHIP permanent stops the unfair treatment\nof children\u2019s health coverage<\/h2>\n\n\n\n<p>Although the Consolidated Appropriations Act, 2023 extended CHIP for an additional two years, until FY 2029, the program remains the only federal insurance program that is temporary and continuously needs to be extended. For example, Medicare, TRICARE, and the Federal Employee Health Benefit Program (FEHBP) are not subject to periodic reauthorization. Like we do for our elderly, military families, and public servants, the United States must treat kids fairly by ensuring they have stable coverage, rather than subjecting it to the uncertainty and risk of funding cliffs that come with CHIP reauthorizations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CHIP has repeatedly been threatened <\/h2>\n\n\n\n<p>In recent funding cycles, CHIP\nhas been threatened, held hostage, and used as a bargaining chip for other\npolicies that had nothing to do with children. It\u2019s been vetoed twice and\nunfunded for four months \u2014 leading families across the country to receive\ndisenrollment notices. CHIP should never be threatened again.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">CHIP must be permanently funded now to avoid\nfiscal cliff<\/h2>\n\n\n\n<p>The CHIP funding baseline is\ncritical for extending the program. To calculate the baseline for programs like\nCHIP in the out-years, the Congressional Budget Office (CBO) uses the final\nyear of spending for the program to project future funding levels. Due to\naccounting gimmicks in past CHIP extensions, the out-year baseline in FY 2029\nthat CBO will use to project future costs will be woefully inadequate to fund\nthe true costs of the program going forward. It is critical to make CHIP\nfunding permanent now to avoid this fiscal cliff in the out-years that threatens\nthe future existence of the program. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Current events call for permanent CHIP funding <\/h2>\n\n\n\n<p>The end of the COVID-19 Public\nHealth Emergency (PHE) means millions of children are at risk of losing\ncoverage. Children deserve and need their health coverage to be stable, secure\nand dependable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Making CHIP permanent is extremely popular <\/h2>\n\n\n\n<p><br>\nLake Research did a poll in May 2022 that found the public strongly favors\nmaking CHIP permanent (78% to 14%). In focus groups, people cannot believe that\nthe program is not permanent and express deep concern that it could expire. The\nLake Research Partners poll asked voters how important (salience) CHIP\npermanency was to them, and the majority responded it was important (79% to\n15%).<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/firstfocus.org\/wp-content\/uploads\/2023\/03\/Screenshot-2023-03-10-at-11.33.03-AM.png\" alt=\"\" class=\"wp-image-21624\" width=\"607\" height=\"301\" srcset=\"https:\/\/firstfocus.org\/wp-content\/uploads\/2023\/03\/Screenshot-2023-03-10-at-11.33.03-AM.png 607w, https:\/\/firstfocus.org\/wp-content\/uploads\/2023\/03\/Screenshot-2023-03-10-at-11.33.03-AM-325x161.png 325w, https:\/\/firstfocus.org\/wp-content\/uploads\/2023\/03\/Screenshot-2023-03-10-at-11.33.03-AM-50x25.png 50w\" sizes=\"(max-width: 607px) 100vw, 607px\" \/><\/figure>\n\n\n\n<p>Across party identification, voters favor making CHIP a\npermanent health insurance program \u2013 Democrats (94% to 2%), Independents (78%\nto 13%), and Republicans (60% to 26%). Women favor making CHIP permanent by an\n83% to 7% margin and men do so at 72% to 21%. By wide margins, white (76% to\n15%), Black (90% to 6%), and Hispanic (83% to 11%) likely voters favor making\nCHIP permanent.<\/p>\n\n\n\n<p>For questions, please contact <strong>Abuko D.
